Description
The Gaffney Board of Public Works is soliciting proposals from qualified utility financial and rate consultants to evaluate its electric, water, and wastewater utilities. The scope includes five-year financial forecasts, revenue requirements, cost-of-service analyses, customer-class allocation, rate design alternatives, reserve and debt-policy review, capital-funding strategies, growth-related and capacity fees, customer bill-impact analysis, rate benchmarking, affordability analysis, and scenario and sensitivity modeling. The selected consultant must address large electric loads and industrial customers, develop an implementation plan covering at least five years, provide draft and final reports and presentations, and deliver fully unlocked, documented financial, cost-of-service, and rate models that BPW staff can update. The proposal must describe the firm's approach, project team, comparable utility experience, at least three references, work plan, data requirements, deliverables, schedule, and a detailed not-to-exceed fee with personnel rates and reimbursable expenses.
