Description
The United Nations Capital Development Fund (UNCDF), in partnership with the Freetown City Council and other implementing organizations, is seeking a contractor to design and implement an endline perception survey for the Women for Water and Peace project. The assignment will assess changes in gender roles and women's leadership, water-related conflict resolution, civic engagement, and trust in local governance across five target communities, with comparison communities where feasible. The contractor will conduct a desk review, stakeholder consultations, survey design, sampling, community sensitization, enumerator recruitment and training, field data collection, data cleaning and analysis, and reporting. Required outputs include an inception report, approved multilingual survey tools, a fieldwork completion note and dataset, draft and final endline reports, a presentation of findings, and community-facing feedback materials. The methodology must be statistically rigorous, gender- and conflict-sensitive, aligned with the UN Peacebuilding Fund's perception-survey guidance, and completed within six weeks of contract start. Technical proposals are limited to 10–15 pages, and the financial proposal must be submitted separately.
