This Sources Sought notice requests information on a commercial off-the-shelf, cloud-hosted Software-as-a-Service library authentication and electronic-resource proxy solution. The Government is seeking one enterprise Program Office instance and 18 individual library instances, with centralized administration, secure single sign-on, support for federated and non-federated resources, proxy and IP authentication, attribute-based authorization, usage reporting, branded login pages, and the ability to add libraries and resources through configuration changes. The solution must natively integrate with Ex Libris Alma and Primo VE and support SAML 2.0 and/or OpenID Connect, as well as authentication entry points including Primo VE, Google Scholar, courseware, and student management systems. The scope includes implementation, configuration, testing, user acceptance testing, controlled cutover, virtual administrator training, technical support, and help desk services. The draft Statement of Objectives identifies an implementation period from March 1 through April 14, 2027, followed by a 12-month base period and six 12-month option periods. Respondents are asked to identify capability, applicable business-size information under NAICS 519290, and relevant past performance; pricing is optional.
