Description
The buyer is procuring one new, rebuilt, or reconditioned outdoor, three-phase, oil-immersed 12/16/20 MVA power transformer without a load tap changer. The transformer must meet detailed IEEE, ANSI, and NEMA requirements, include specified bushings, cooling equipment, controls, current transformers, accessories, insulating oil, factory testing, a manufacturer’s standard warranty, and delivery FOB destination. Equivalent, pre-owned, and refurbished equipment may be considered if it substantially complies with the specifications. The bid must include complete technical and manufacturer data, delivery timing, loss and performance information, required drawings, a list of previously short-circuit-tested comparable transformers, and required certifications. The procurement includes Build America, Buy America compliance requirements and requires bid security equal to at least 5% of the bid; the successful bidder must provide a performance bond for at least 100% of the contract price. Delivery is to Calawah Substation, with shipment restrictions including a maximum vehicle height of 14 feet 6 inches and weekday delivery coordination.
