The U.S. Navy requires one complete, turnkey, portable Fourier Transform Infrared (FTIR) spectrometer system for point-of-need chemical analysis and material identification in an aviation composites repair facility. The system must use a low-voltage, solid-state or gas-phase-cell calibration design rather than a high-voltage helium-neon laser; have a sealed, purge-free optical compartment; tolerate vibration during mobile transport; and meet specified weight and footprint limits. The procurement is structured as a firm-fixed-price purchase of the listed PerkinElmer system and accessories, including the Spectrum Two spectrometer, Spectrum 10 software, Spotlight Aurora microscope with thermoelectrically cooled detector, Germanium automated micro-ATR accessory, libraries, power cord, and related kits. The contractor must provide installation, system integration, calibration and validation, a physical and digital calibration report, two full days of on-site training, technical data and manuals, a certificate of conformance, and final operational demonstrations. Delivery is required within 45 calendar days after contract award. The notice states that the agency intends to award to PerkinElmer U.S. LLC on a sole-source basis, while allowing responsible sources to submit capability statements for consideration of whether a competitive procurement should be conducted.
