Description

The Greenville-Spartanburg Airport District is conducting a two-step competitive proposal process to select a Construction Manager at Risk for Phase 1 of its Commercial Terminal Area Expansion Project. The selected CMAR will provide pre-construction, construction management, construction, commissioning, closeout, and operational-readiness support. Phase 1 is expected to focus on expansion and renovation work supporting a new baggage-handling system, including screening-room and ticket-counter expansion and two new elevated buildings of approximately 10,000 square feet each. Additional Phase 1 elements may include administration-office expansion and the North Baggage Claim Hall. The CMAR must coordinate with the architect, baggage-system contractor or OEM, TSA, CBP, airlines, tenants, utilities, commissioning personnel, and other stakeholders while maintaining active airport operations. Step One requires a qualifications-based Statement of Qualifications; only shortlisted firms will submit Step Two price proposals. The response must address firm experience, comparable airport and CMAR projects, key personnel, project approach, project controls, construction methodology, DBE participation, financial capacity, safety, and required federal certifications. The SOQ is limited to 30 pages, excluding specified appendices and other exempt materials. The project assumes 16 months for Phase 1 design and procurement and 22 months for construction; Step Two pricing uses an assumed direct construction cost of $100,000,000. The solicitation also requires performance and payment bonds, extensive insurance coverage, and compliance with federal aviation, Buy American, Davis-Bacon, DBE, and related requirements.
