Description
The Guadalupe-Blanco River Authority is soliciting proposals from qualified firms to perform an independent investment practices and performance evaluation of its defined benefit pension plan in compliance with Texas Government Code Section 802.109. The scope includes reviewing the investment policy and strategic plan, asset allocation and liquidity, expected risk and returns by asset class, alternative and illiquid asset valuation methodologies, investment fees and commissions, investment governance and board expertise, and investment manager selection and monitoring. The firm must also address its experience, relationships with the retirement system, remuneration from other sources, and potential conflicts of interest. The proposal must include firm experience, project-team qualifications, pension-plan experience, three similar-service references, pricing, and a completed company questionnaire and proposal acknowledgment. The response is limited to 10 pages, including the cover page and Attachments B and C. The selected firm is expected to present draft findings by February 19, 2027, submit the final electronic report by March 10, 2027, and present the final report in person on March 17, 2027; fifteen bound copies of the final report are also required at that time. The agreement provides for a one-year term and requires a fixed fee inclusive of meetings, presentations, travel, printing, and other anticipated costs.
