Description

The City of Richmond, through its Department of Public Utilities, is seeking proposals from engineering firms for multiple on-call contracts supporting the Wastewater Utility. Services may include utility surveying; studies, investigations, planning, and modeling; wastewater treatment and collection-system engineering; architectural and engineering design; permitting and regulatory support; bidding and construction-phase services; construction management; inspections; monitoring; project management; cost and schedule management; quality assurance and constructability review; emergency response; and related utility support. The work will be issued through task orders and may cover wastewater liquids- and solids-stream treatment, sanitary and combined sewer systems, pumping stations, retention and overflow-control facilities, SCADA and control systems, regulatory programs, asset management, and capital improvement projects. Multiple awards are intended, but award does not guarantee task-order work. Proposals must be submitted as one searchable PDF through the City's e-procurement portal. The proposal package must include the required signed forms and certifications, firm and organizational information, subcontracting and MBE/ESB information, staffing and qualifications, relevant team experience, project approach, claims and litigation disclosures, conflicts disclosures, audited financial statements, and proposed insurance carriers; billing rates and rosters are submitted only if requested during final negotiations.
