Description
The Ohio Department of Natural Resources, Division of Mineral Resources Management, is soliciting construction services for the Powelson Wildlife Area Highwalls Phase 4 project. The work will eliminate approximately 5,500 linear feet of dangerous highwall at an abandoned surface mine by using adjacent spoil material as backfill, reclaiming approximately 84 acres, and improving public safety and access. The scope includes clearing and grubbing, impoundment dewatering, highwall backfill, earthwork and grading, concrete-lined channel installation, aggregate drains, sediment and erosion controls, revegetation, tree and shrub planting, vehicle barriers, surveying, traffic control, and site restoration. The engineer's estimate is $4,834,803. The construction completion date is August 25, 2028. A mandatory pre-bid meeting is scheduled at the project site on November 10, 2026, at 10:00 a.m. Bids must include a bid guaranty, and the project has a 5% EDGE participation goal.
