The Mississippi Department of Rehabilitation Services is seeking a contractor to conduct a statewide, mixed-methods Comprehensive Statewide Needs Assessment (CSNA). The work must combine literature review, primary and secondary data analysis, accessible surveys, interviews, at least six hybrid focus groups, and at least three public forums across the agency's North, Central, and South regions. The assessment must address individuals with significant disabilities, underserved and rural populations, youth and students, individuals who are blind or visually impaired, workforce-system coordination, supported and customized employment, and community rehabilitation provider capacity. Deliverables include a work plan, interim data summary and gap analysis, stakeholder-engagement findings, a draft CSNA report, presentations to agency leadership and the State Rehabilitation Council, and a final publication-ready report with recommendations, implementation guidance, accessible charts and tables, supporting data files, codebooks, instruments, and project archives. All materials and engagement activities must comply with Section 508 accessibility requirements; electronic reports must be provided in accessible Microsoft Word and tagged PDF formats, with specified printed copies of progress reports, the final report, and an executive-summary booklet. Respondents must demonstrate comparable statewide or large-scale research experience, vocational-rehabilitation expertise, secure data-management capability, accessibility expertise, adequate staffing, and at least three comparable references, including two current or recently completed contracts.
