The New York State Energy Research and Development Authority is providing direct funding for the purchase and installation of cold-climate air-source heat pumps and ground-source heat pumps in eligible new-construction residential projects under 50,000 square feet anywhere in New York State. Eligible projects include single-family homes, small homes with one to four dwelling units, and low- to mid-scale multifamily buildings with five or more units. Projects must fully electrify space heating and cooling without fossil-fuel backup, except for standby or emergency generators. Air-source equipment must meet NEEP cold-climate specifications, and geothermal equipment must meet Energy Star specifications. Incentives are paid per dwelling unit under a declining block schedule based on application submission date, with an additional per-unit bonus for projects in New York State disadvantaged communities. The developer, home builder, or—if elected by the applicant—the heat pump installer may submit the application.
