Description
The Forest Service is soliciting a firm-fixed-price contractor to remove existing bridges, columns, footings, and obstructions; install two new prefabricated steel truss bridges; construct concrete abutments, bridge decks, approaches, and the walkway between the bridges; and perform associated excavation, backfill, clearing, grubbing, bollard work, seeding, cellular confinement, and site restoration. The bridges are approximately 105 feet and 36 feet long, each with an 8-foot clear width, and must accommodate pedestrian and H5 truck loading. The contractor is responsible for design details, shop drawings, calculations, fabrication, delivery, and erection, with fabrication by an AISC-certified plant and approval required before fabrication. Work must generally occur while the beach is closed for the season, between Labor Day and Memorial Day, with a 120-day performance period after issuance of the notice to proceed. Quotations must include a signed Standard Form 1442, acknowledgment of amendments, past-performance information, a technical approach, completed pricing for every schedule line item, and a bid bond, with each item submitted as a separate attachment. The acquisition is a total small-business set-aside, and award will be based on the highest technically rated quotation whose price is fair and reasonable and whose past performance is acceptable or neutral.
