Description
The Department of National Defence requires annual Aircraft Rescue Firefighting (ARFF) recertification training for up to 60 Garrison Petawawa firefighters. The contractor must provide instructors, an aircraft-fire simulator, instructional materials, its own aircraft firefighting vehicle and firefighting equipment, and hands-on simulated fire-response training using handlines and/or turrets. Training must support recertification to NFPA 1003 and Canadian Aviation Regulations standards 323.03, 323.14, and 323.16, with individual training records and certificates of completion for each firefighter. The first year's training must be completed by the end of October 2026 and is expected to involve up to five sessions over five days, with 12–15 students per session and eight-hour training days. The contract period runs from award through March 31, 2028, with options for up to five additional sessions per year during the following two fiscal years. The contractor must be an NFPA-accredited body and have at least five years of ARFF recertification-training experience. Award will be based on the lowest evaluated price among offers meeting the mandatory technical criteria.
