Description
Ticaboo Utility Improvement District is soliciting proposals from qualified individuals or firms to provide professional district management services for its electric, water, wastewater, solid waste, fuel, and related public infrastructure. The scope includes utility operations and monitoring, maintenance and contractor coordination, emergency response, regulatory compliance and reporting, financial management, budgeting, billing coordination, procurement, board support, customer communications, capital improvement planning, grant coordination, and long-term operational planning in a remote rural environment. The selected proposer will enter into an anticipated three-year professional services agreement, with up to two additional one-year renewal periods upon mutual agreement and Board approval. Proposals require separate technical and cost submissions. The technical proposal must address qualifications, relevant utility and infrastructure experience, personnel, operational capabilities, certifications, references, subcontractors, and service-delivery approach; the cost proposal must provide fees, hourly rates, reimbursement policies, and optional-service pricing. A single uploaded file may not exceed 1 GB.
