COUNTY OF PIERCE REQUEST FOR PROPOSALS NO. 2026-RFP-191 ELECTIONS BALLOT SORTING SYSTEM NOTICE IS HEREBY GIVEN that Pierce County is seeking a qualified firm to provide an election ballot mail sorting system for the Auditor's Office. Description
Pierce County is seeking a qualified firm to provide an election ballot mail sorting system for its Auditor's Office. The County serves approximately 600,000 registered voters across 717 precincts in a vote-by-mail state, conducts approximately four elections annually, and currently operates three incoming mail sorters for throughput and redundancy. The system will process ballots returned by mail or drop box, as well as other election-related mail such as confirmation cards, address updates, and challenge letters. The solution must support envelope sorting, imaging, signature verification, ballot and election-mail processing, and integration with the County's voter-registration system. The solicitation also includes sorting-room and envelope-sample materials that provide facility and envelope specifications for solution design. Proposals must include the County's Vendor Pricing and Proposer Questionnaire attachments, with purchase, lease, lease-to-own, or other pricing options. The contract includes implementation, training, documentation, maintenance, and support, and the system must be operational no later than June 15, 2027.
