Description
Tri-County Electric Cooperative, Inc. is soliciting proposals from one or more qualified contractors to perform emergency restoration and repair of disaster-generated damage to aerial and underground fiber-to-the-home outside plant infrastructure. The contractor must provide personnel, equipment, materials, transportation, construction, fiber splicing, damage assessment, site cleanup, and disposal of damaged materials. Work will be authorized through bilateral task orders and performed during daylight hours, seven days per week, as directed by the cooperative. The contractor must demonstrate experience with disaster fiber restoration and compliance with FEMA requirements and applicable federal, state, and local regulations. Proposals will be evaluated on cost effectiveness, technical approach, experience and staff qualifications, and similar projects and references. The contract will use time-and-materials pricing, with potential unit-rate task orders and task-specific price ceilings. FEMA-funded work requires audit-quality documentation and compliance with federal cost principles. The contractor is expected to use at least 50% in-house employees unless the cooperative approves additional subcontracted personnel.
