Description
The City of Ashland is requesting proposals from a properly licensed and independent CPA firm to perform annual audits of the City's governmental and proprietary funds, departments, activities, and other reporting units. The scope includes financial statement auditing, internal-control and compliance testing, applicable Government Auditing Standards and Uniform Guidance work, management communications, consultation, and preparation or assistance with the Annual Comprehensive Financial Report (ACFR). A Single Audit must be performed if the applicable federal expenditure threshold is met, with separate pricing identified. The selected firm must provide qualified municipal-audit personnel, demonstrate comparable governmental and utility audit experience, submit peer-review information, maintain appropriate professional liability insurance, and provide a detailed audit approach, work plan, staffing profile, references, disclosures, and five-year fee schedule. The contract will run for five years from award, subject to annual appropriations; the first audit covers the fiscal year ending April 30, 2027, with final deliverables due no later than September 30, 2027 unless otherwise required or agreed.
