The 726 Air Mobility Squadron at Spangdahlem Air Base requires a contractor to provide travel and lodging agent services for approximately 330 Air Force personnel. The contractor must secure at least 330 standard single rooms per day with local lodging providers near the base, coordinate reservations and personnel assignments, negotiate rates within established Department of Defense per diem limits, obtain volume discounts, and coordinate invoice payment. The contractor must provide 24/7 reservation, check-in, check-out, dispatch, and emergency-resolution support; manage flexible cancellations and reservation adjustments; verify lodging-provider compliance with applicable Department of Defense and host-nation fire, safety, physical-security, supply-chain, telecommunications-security, and data-protection requirements; and provide lodging-provider information to the contracting officer. Invoicing will use the Wide Area Workflow system and must exclude German value-added tax through applicable NATO Status of Forces Agreement tax-relief documentation. A capability statement is sufficient for this Sources Sought notice, although the Government encourages detailed information. A resulting contractor would also be expected to provide a statement of work or performance work statement, monthly occupancy reports, billing reconciliations, and reservation rosters.
