Description
North East Independent School District is seeking a full-service contractor for snack vending operations across its schools, administrative offices, and satellite facilities. The scope includes furnishing new or reconditioned energy-efficient vending machines; delivery, installation, stocking, operation, maintenance, repair, refilling, money collection, reporting, commission payments, and eventual removal. Approximately 67 district locations and 7–10 satellite locations are anticipated, with the District retaining control over machine quantities and placement. Elementary schools will have machines in teachers’ lounges, while middle and high school machines must comply with school-meal timing restrictions and use timers or lockouts where required. Snack products must comply with applicable USDA competitive-food nutrition standards, including limits on calories, sodium, fat, saturated fat, trans fat, and sugar, and must include nutrition labels. Beverage products are not accepted. The proposal must address proposed snack products and pricing, commissions or remuneration, machine specifications, nutrition labels, service capabilities, incentives, a sample monthly vending activity report, and required vendor disclosures and forms. The awarded contractor must provide service within 24 hours of notice, maintain machines in working order, and may not subcontract or sublet any portion of the contracted services. The anticipated contract structure is an initial three-year term with two additional one-year renewals, for a maximum of five years.
