Description
The State of Nebraska, Department of Health and Human Services, Division of Medicaid and Long-Term Care, is soliciting a contractor to provide comprehensive Medicaid enrollment broker services. The scope includes unbiased choice counseling; member outreach, education, notices, and translated or accessible materials; enrollment and disenrollment processing; MCO and PCP/PCD selection and assignment; PACE enrollment processing; a toll-free call center; interactive voice response; secure web-based enrollment and member communications; provider-directory maintenance; and electronic interfaces with state Medicaid systems and managed care organizations. The contractor must implement and operate the enrollment management system, support data conversion and migration, maintain reporting and audit capabilities, meet HIPAA, accessibility, security, privacy, and CMS certification requirements, and provide transition, implementation, quality assurance, disaster recovery, and turnover support. The contract term is five years with one optional three-year renewal period. A $500,000 performance bond is required from the awarded bidder, and the solicitation includes substantial performance measures and penalties. Responses must include a corporate overview, technical proposal, completed cost sheet, completed Sections II through IV, and a manually ink-signed or DocuSigned Contractual Agreement Form.
