The U.S. Railroad Retirement Board (RRB) Office of Inspector General (OIG) is seeking actuarial audit services to assist with its annual audit of the RRB's financial statements. The RRB administers retirement, survivor, unemployment, and sickness insurance benefit programs for railroad workers and their families. The OIG conducts independent audits and reviews of RRB programs and operations. The scope of work includes performing a limited scope actuarial audit of the reporting period for the statement of social insurance and the statement of changes in social insurance amounts. This includes analyzing estimates and disclosures, ensuring consistency with Actuarial Standards of Practice, verifying data completeness and reliability, and assessing the reasonableness of estimates in compliance with SFFAS #17 and SFFAS #37. The contractor will also provide monthly progress reports and a formal written report detailing findings and conclusions, including draft and final reports submitted electronically. This solicitation has been amended to change the acquisition strategy to Simplified Acquisition Procedures and to extend the due date for offers to April 7, 2026. The evaluation criteria have also been updated to Lowest Price Technically Acceptable (LPTA).
