Description

The Housing Authority of the City of Los Angeles is soliciting proposals for comprehensive managed information technology services supporting a distributed hybrid enterprise environment. The scope includes cross-functional service management and governance; centralized service desk operations; end-user computing, mobile, printer, field, lifecycle, and audio/video support; application management for Oracle E-Business Suite in Oracle Cloud Infrastructure, Hyland OnBase, Yardi, Maintenance IQ, websites, and Microsoft/SaaS platforms; enterprise compute, virtualization, storage, backup, disaster recovery, and cloud infrastructure; LAN/WAN, wireless, firewall, VPN, carrier, and remote-site network services; managed security; and a 24x7x365 Network Operations Center. The provider must furnish qualified personnel, management, technical expertise, tools, documentation, transition-in and exit assistance, monitoring, reporting, incident response, continuous improvement, and modernization support. The procurement uses an outcome-oriented managed-services model with primarily fixed monthly recurring fees, plus separately priced transition, project, professional labor, unit-rate, pass-through, data-center, and exit services as applicable. The proposal must address qualifications and staffing, technical approach and work plan, pricing, Section 3 compliance, diversity outreach, exceptions, subcontractors if used, workforce information, and required responsibility and certification forms. The selected provider will perform under a one-year contract with four one-year options, for a potential total term of five years. Required insurance includes workers' compensation/employer's liability, commercial general liability, automobile liability, professional liability, cyber liability, and excess/umbrella coverage. Addendum No. 1 requires proposers to acknowledge the addendum in their submittal; it also provides an optional opportunity for subcontractors to submit company and specialty information to HACLA for a networking list by October 20, 2026, at 5:00 p.m. Pacific time.
