Description
The City seeks an architect-engineer team to develop comprehensive design documents and required FEMA application materials for an approximately 33,800-square-foot multipurpose tornado safe room addition. The proposed facility includes four tennis courts, restrooms, office and storage space, mechanical and electrical rooms, an emergency generator, and redevelopment of a failed drive and parking area. The design must address applicable FEMA safe-room standards, including FEMA P-361 and ICC 500, and include plans, specifications, cost estimates, peer-reviewed construction cost analysis, and responses to FEMA technical reviews and information requests. The selected firm will support future FEMA review rounds and prepare related drawings, forms, narratives, and supplemental documentation. The scope also includes project scheduling, permitting coordination, public-input opportunities, and support during bidding, construction administration, and project closeout. An expanded design option may be proposed separately if additional funding becomes available. The stated project budget is approximately $7.5 million, including design and construction; pricing for the design services will be negotiated with the selected firm.
