Description
The Maryland Office of People's Counsel is seeking expert consulting and testimony services for Hagerstown's electric base rate case, Case No. 9908, pending before the Maryland Public Service Commission. The selected consultant will review the utility's filing, testimony, exhibits, workpapers, discovery responses, and related materials; assist with discovery and issue identification; develop recommended adjustments or policy positions; and prepare testimony and exhibits. The scope also includes reviewing rebuttal or surrebuttal testimony, assisting counsel with hearing preparation, supporting settlement discussions and briefing as needed, and providing technical analysis for public-facing case summaries or communications, including after testimony is filed or after the Commission issues an order. Because the work concerns pending litigation, confidentiality is required. Bidders must submit a signed bid on firm letterhead, executed by an officer, partner, or proprietor.
