Description
The City seeks a consultant to conduct an updated disparity study examining the availability and utilization of minority- and women-owned businesses in City contracts across supplies, services, construction, and professional services. The work includes market-area and availability analysis, prime and subcontractor utilization analysis, statistical disparity analysis, review of procurement practices and marketplace conditions, community engagement, and recommendations for legally defensible race- and gender-neutral and race- and gender-conscious remedies. Deliverables include a final report, supporting datasets, and presentations. An optional construction workforce study would analyze workforce demographics, participation, apprenticeship, residency, and related trends, with a separate cost proposal. The proposal must address both options as applicable and include an itemized budget. The City specifies MBE and WBE subcontracting goals of 8% and 4%, respectively, and evaluates proposals on technical approach, data collection, cost, experience, qualifications, project management, and compliance with the participation goals.
