Description
The U.S. Navy is soliciting a firm-fixed-price quote for brand-name fiber towing ropes and insulated containers. The requirement includes two 20-foot, 2 1/4-inch Plasma 12 x 12 strand ropes with Cordura-covered eyes and orange-coated bridle legs; one 230-foot rope with a Cordura-covered eye, heavy-duty hawser thimble, and orange chafe protection; one 300-foot rope with Velcro Cordura-covered eyes and chafe protection; and two 40-cubic-foot insulated containers measuring 69 by 38 by 26 inches. The ropes must be tagged for towing and meet the stated 481,000-pound minimum tensile strength. Specified manufacturers and part numbers are Cortland, T3336C 20', T3336C 230', and T3336C 300', and Daco Corporation, D337. Shipping must be included on a free-on-board destination basis. Quotes will be evaluated using a lowest-price technically acceptable approach based on material specifications, brand-name compliance, delivery schedule, price reasonableness, delivery compliance, terms acceptance, and past performance. The solicitation permits alternative line-item proposals and requires completion of the solicitation or Standard Form 1449, including pricing for each line item and applicable representations and certifications. Additional supporting documentation may be submitted, limited to five pages.
