Description
The Bureau of Economic Analysis (BEA), a part of the Department of Commerce, requires services to collect and analyze customer satisfaction data for its website, bea.gov. This initiative aims to gather metrics and visitor feedback to inform website modifications and improve user experience, aligning with federal directives to enhance government service delivery. The scope of work includes designing a customized data collection instrument/survey with a mix of closed and open-ended questions, not exceeding 15 minutes completion time, to generate Customer Satisfaction (CSAT) scores. The vendor will implement a digital online survey methodology capable of capturing at least 25,000 responses annually, providing the necessary code for the BEA website. The vendor will also be responsible for programming and testing the online surveys for accuracy and reliability, maintaining periodic contact with BEA to discuss results and recommend changes. All data collection and analysis must comply with the Privacy Act of 1974, obtain Office of Management and Budget (OMB) clearance under the Paperwork Reduction Act, and adhere to Federal Section 508 guidelines for accessibility. Additionally, the vendor will develop a customized sample plan, perform data modeling and analysis using best practices for data cleaning, calculate customer satisfaction indices and performance scores, and conduct a usability audit review of www.bea.gov. The vendor will also assist the BEA in the process of complying with FedRAMP requirements to secure an Authority to Operate (ATO)/Authority to Use (ATU). Deliverables include a project plan, necessary code for the BEA website, login credentials to a cloud-hosted reporting portal, and a usability audit report with a presentation.
