The World Resources Institute (WRI), through its Research on Infrastructure in Developing Economies (RIDE) programme, is seeking a qualified consultant to administer a passenger quality-of-service survey in Nairobi, Kenya. This study aims to gather evidence on how passengers perceive and prioritize service quality attributes across various public transport modes, including conventional and electric boda bodas, and conventional and electric matatus/buses. The consultant will be responsible for the full field administration of the survey, including mobilization, enumerator deployment, field supervision, quality assurance, and the submission of complete and validated survey datasets. The scope of work includes planning, enumerator recruitment and training, survey administration (collecting approximately 1,800 responses), field supervision, quality assurance, and data submission. The assignment is expected to be completed within a maximum of thirty calendar days from contract signature. WRI will provide the survey questionnaire, sampling guidance, and technical oversight, while the consultant will manage all field implementation logistics. The consultant must have proven experience conducting field surveys in Kenya, strong quality assurance systems, experience with digital data collection platforms, and demonstrated capacity to manage field teams under tight timelines. Experience in urban mobility or transport studies is highly desirable.
