Description
The Federal Law Enforcement Training Centers requires the manufacture and delivery of 649 portable, water-filled, cable-reinforced longitudinal safety barriers and six compatible, anchorless, water-filled crash attenuator end treatments. The barriers must be high-visibility orange, made of UV-stabilized polyethylene, include at least four internal corrosion-resistant steel cables, forklift pockets, stacking lugs, and interlocking hinge connections with galvanized T-pins and keeper pins. The attenuators must be high-visibility yellow, gating and non-redirective, compatible with the barriers, approximately 25 feet long, less than 2.3 feet wide, and require no foundation anchoring or asphalt drilling. Both systems must have independent NCHRP Report 350 and/or AASHTO MASH Test Level 3 certification for impacts up to 62.1 mph. The requirement includes all connecting and transition hardware, newly manufactured equipment only, manufacturer technical documentation, a minimum one-year commercial warranty, and FOB-destination freight delivery. The contractor must deliver the complete order within 60 calendar days after receipt of order; government personnel will provide forklift equipment and offloading labor. Quotations must include technical cut sheets, dimensional drawings, crash-test reports or FHWA eligibility letters, warranty information, a binding delivery and staging plan, a signed SF-1449 and applicable amendments, and completed pricing for CLINs 0001 through 0003.
