The effort would extend, maintain, and mature the STITCHES toolchain, which generates software interfaces and data transformations to integrate heterogeneous systems and create system-of-systems mission capabilities. Work includes systems analysis and engineering; development of subsystem interfaces, adapters, and deployment packages; prototyping, testing, experimentation, and software releases; and technical subject-matter support for laboratory, field, and operational activities. Deliverables include source and executable software, repositories, installers, technical documentation, test plans and results, and program-management materials. The contractor must possess current TS/SCI facility and personnel clearances and support work from unclassified through TS/SCI environments. The contractor must maintain the platform in specified ATO hardware, manage the ATO and related documentation, and provide cybersecurity, security, and configuration-management support. The notice requests a capability statement of no more than two pages and the completed Attachment 2 questionnaire; responses must not contain proprietary, CUI, or classified information. This is a Sources Sought market-research notice, not a solicitation, although the Government says it intends a sole-source award to Lockheed Martin Corporation.
