The Department of the Air Force’s HERO framework is an umbrella notice for future facility construction, repair, and modernization projects. It is not itself a request for proposals; vendors may submit only in response to project-specific Areas of Interest (AOIs) issued under the framework. Resulting agreements are Other Transaction Agreements under 10 U.S.C. § 2808a, rather than procurement contracts. Future AOIs may seek construction, repair, design, engineering, owner’s-advisor, progressive design-build, accelerated design-build, industrialized construction, or related delivery capabilities. The framework describes a phased process that may include a written Solution Brief, an oral presentation, and a full proposal or competitive “bake-off,” with the specific requirements and deadlines established by each AOI. No project-specific scope or proposal is currently requested.
