Description
McDowell County seeks a qualified engineering consultant for Phase 1 of its water system resiliency project. The work centers on designing a potable water storage tank and associated water transmission line extension to provide emergency supply redundancy. Potential services include preliminary engineering and feasibility studies, site selection, geotechnical and utility coordination, easement and property acquisition support, hydraulic modeling, construction documents, permitting, bidding, construction administration, and project closeout. The qualifications-based selection will evaluate relevant water-system design experience, work for small systems, property acquisition and easement experience, federal funding experience, past performance, team capacity, and technical approach. The response must include an organized qualifications submittal with project experience, team and staffing information, technical approach, references, conflict-of-interest disclosure, debarment verification, and federal compliance certification. The solicitation states that fee proposals will not be considered during initial selection.
