Description
UNCDF seeks a provider to make the MSME Digital Gateway a transactional platform by integrating regulated payment infrastructure, including mobile money collections, payment confirmations, settlement, reconciliation, and technical support. The provider will establish formal merchant accounts for 100 enterprises, issue collection channels, train and support merchants, and target at least 50% activation in the month after onboarding. At least 50% of the cohort must be women-owned or youth-owned enterprises, combined. The provider must also assess enterprise needs, design and test a working-capital credit product using Gateway transaction data, and advance an initial credit cohort using its own resources and at its own risk. The scope includes regulatory approvals, field research, reporting, and evidence to inform potential scale-up. The assignment is expected to run for six months (130 working days), with four deliverable milestones and a fixed, all-inclusive price in U.S. dollars. Technical proposals are limited to 10 pages, excluding CVs and annexes.
