Description
The U.S. Department of State is conducting market research for a potential indefinite-delivery, indefinite-quantity contract for civilian armored passenger vehicles. The Government will accept responses only from firms that perform the armoring work from start to finish; brokers and intermediaries will not be accepted. Any resultant contract would require armoring work to be performed at facilities located in the United States and would prohibit armoring work or subcontracting to facilities in countries subject to U.S. sanctions or export-control restrictions. Respondents must provide company and SAM registration information, small-business status, a capability statement of no more than 20 pages, armoring experience from the previous 10 years, contract volume and largest-order information, manufacturing capacity and lead times, surge capability, quality certifications, facility-security-clearance information, and optional GSA Schedule details. The response also requests feedback on acquisition strategy, IDIQ structure, pricing arrangements, vehicle-armoring costs, warranty support, bonding capacity, teaming, chassis sourcing, and potential competition or performance barriers.
