Description
The Global Disability Fund seeks an independent evaluation of its 2020–2025 Strategy and contribution to disability-inclusive systems change. The assignment covers 62 programmes across 21 countries and includes a systematic portfolio review, assessment of outcomes for persons with disabilities, analysis of policy, institutional and systems change, contribution analysis, sustainability and value-for-money assessment, and practical recommendations for implementing the 2025–2030 Strategy. The contractor must conduct five to seven in-depth country case studies, a dedicated Care and Support Systems assessment, stakeholder consultations, accessible interviews and focus groups, evidence mapping, theory-of-change reconstruction, and validation activities. Required outputs include an inception package, portfolio and primary evidence collection package, emerging findings and validation package, draft evaluation report, and final evaluation package, including a standalone Care and Support Systems report and at least 12 finalized stories of change. The assignment is expected to be completed within approximately 12 weeks, with final delivery no later than January 31, 2027, and is structured as a fixed lump-sum, output-based service contract.
