Description
The Parish seeks one or more multi-engine aircraft and qualified pilots to provide emergency ultra-low-volume aerial mosquito-control applications when a Parish-owned aircraft is unavailable or during a natural disaster. The contractor must supply the aircraft, personnel, equipment, fuel, maintenance, and chemicals when required. Applications may use Parish-supplied Dibrom or contractor-supplied Dibrom at specified rates, with pricing submitted per acre and a 20,000-acre minimum per mission. The scope includes pesticide licensing and certification, aircraft and spray-system capabilities, two-person flight crews, and spray-mission reporting within 48 hours after each application. The proposal must address the evaluation criteria, provide the requested firm background and experience information, describe capacity and past performance, include at least three current and three past client references, provide pesticide-license proof, complete the Price Proposal Form, and sign the Proposal Form. The contract is initially through December 31, 2027, with two successive one-year renewal periods.
