Description
The City of Burbank Water and Power Department is soliciting proposals from qualified consultants to develop an electric Integrated Resource Plan covering a 30-year planning horizon from 2028 through 2058. The work includes developing and analyzing up to eight electric resource portfolios and scenarios; production-cost modeling; demand and energy forecasting; resource procurement, renewable portfolio standard, greenhouse-gas, reliability, transmission, distribution, energy storage, transportation electrification, rate, and disadvantaged-community analyses; and compliance with applicable California Integrated Resource Plan requirements. The selected consultant will prepare a comprehensive Project Report, including an executive summary, supplemental information, analytical methodology, assumptions, results, sensitivities, and recommendations. The scope also includes optional or discretionary community town halls and stakeholder technical advisory group meetings, presentations and updates for public bodies, and delivery of the underlying data, inputs, outputs, tables, graphs, and forecasts. Proposers must demonstrate substantial recent experience preparing comparable utility Integrated Resource Plans, including for publicly owned utilities, and must submit technical, qualifications, references, staffing, methodology, schedule, and fee information.
