Description
The United Nations Development Programme is seeking a Liberia-based firm to roll out a real property tax expansion project in District #4, Grand Bassa County. The six-month assignment includes field mapping and enumeration of taxable properties; collection, verification, deduplication, and management of property data; property valuation; taxpayer and property registration; generation and distribution of tax bills; public awareness and stakeholder consultations; and capacity building for local authorities. The firm must design, develop, and deploy a responsive digital platform incorporating GIS mapping, mobile data collection, a secure centralized database, computer-assisted mass appraisal, taxpayer and property registration, digital tax bills, payment monitoring, and integration with the Liberia Revenue Authority's tax systems. Required proposal materials include a cover letter, technical proposal and methodology, project budget, proof of legal registration, tax clearance certificate, detailed workplan, and CVs of key staff. The opportunity uses a two-envelope process, with financial materials submitted only in the financial section; technical proposals account for 70% of the evaluation and financial proposals for 30%.
