Description
This combined Request for Information and Sources Sought notice is for market research only and is not a solicitation for proposals. The U.S. Census Bureau is seeking responses from small businesses capable of providing program and project management support for the 2030 Census Directorate. The anticipated requirement includes support for program and project management, budget and cost management, earned value measurement, quality assurance and quality control, risk and issue management, performance metrics and data analytics, change and configuration management, lessons learned, process improvement, acquisition management, knowledge transfer, and technical writing. Respondents must describe their company, socioeconomic status and size, contract vehicles, eligible NAICS codes, UEI, website, and applicable contract vehicles. The response must also address capabilities under the draft Performance Work Statement, the ability to maintain approximately 10 full-time personnel and rapidly surge to approximately 70 qualified personnel, relevant experience from the past five years, and feedback on performance measures, cost management, and firm-fixed-price contracting. The response is limited to one page for the company overview, ten pages for capabilities, and two pages for general feedback, using 8.5-by-11-inch pages, 12-point Times New Roman font, single spacing, margins of at least 0.5 inches, and Microsoft Word format. The notice expressly states that it is for planning purposes only and does not constitute an RFP or promise of a future solicitation.
