Description
The National Institutes of Health (NIH), on behalf of the National Library of Medicine (NLM), intends to award a sole source contract for OpenEye Scientific Software licenses. This software is critical for the PubChem project, enabling developers to integrate small molecule structures and bioactivity assay results into NCBI's PubMed Search System. PubChem serves as a comprehensive archive of small molecules and their associated biological activities. The custom-designed normalization procedure, developed in C++, ensures uniform chemical structure representation across the database. This is a pre-solicitation notice for a non-competitive award, conducted under FAR Part 13, Simplified Acquisition Procedures, and is not expected to exceed the simplified acquisition threshold. The software publisher does not recognize resellers, necessitating a direct award to OpenEye Scientific Software, Inc.
