ADVERTISEMENT FOR BIDS Sealed bids for construction of the 2026 Participation Project Bundle will be received by the Commissioners of Public Works for the City of Spartanburg, SC (hereinafter called the “Owner”) at Spartanburg Water Engineering Department, 175 North Liberty Street, Spartanburg, South Carolina, until 2:00 p.m., Wednesday, September 9, 2026. At that time and place, bids will be opened and the amount of each bid, together with the name of each bidder, shall be announced. The project consists of the installation of the following: Division I – Horton Road Waterline Installation Project Installation of approximately 60 LF of 12” ductile iron pipe, 700 LF of 2” HDPE pipe, and related appurtenances Division II – Cudd Drive Waterline Installation Project Installation of approximately 1,430 LF of 8” ductile iron pipe and related appurtenances. Division III – Goldmine Road South Phase 3 Waterline Installation Project Installation of approximately 600 LF of 12” ductile iron pipe, 600 LF of 2” HDPE pipe, and related appurtenances A PRE-BID MEETING (Non-Mandatory) will be held at the Spartanburg Water Engineering Building, 175 North Liberty Street, Spartanburg, SC 29306 at 10:00 a.m. on Thursday, August 27, 2026. Attendance at the pre-bid meeting is not required; however, bidders are STRONGLY encouraged to attend. A satisfactory Bid Bond provided by an acceptable surety (or the cash equivalent) in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. The Owner reserves the right to accept or reject any bids or proposals that appear to be in the best interest of the Owner, and further reserves the right to waive irregularities in the bids and to reject any and all bids received. Performance and payment bonds in an amount equal to one hundred percent (100%) of the contract price will be required. The bonds must be secured by cash or must be issued by a surety company licensed in the State of South Carolina with an "A" minimum rating of performance as stated in the most current publication of "Best Key Rating Guide, Property Liability." Certificates of insurance naming the Owner as an additional insured and with limits as noted in the bid documents will be required. Contractors submitting bids shall be properly licensed in the State of South Carolina to bid and perform the work on which the bid is submitted at the date of the bid. Bidding Documents may be viewed and ordered online (for electronic download or hard-copy delivery) by registering with Duncan Parnell via their bid room https://bidroom.duncan-parnell.com/. Registration with Duncan Parnell is required to obtain the bid documents and be added to the official Plan Holder's List. Only those buying full sets from Duncan Parnell via their bid room will be notified of any addenda that may be issued. The cost of bid documents and shipping is non-refundable. Neither OWNER nor ENGINEER will be responsible for copies of the bid documents obtained from sources other than from Duncan Parnell.
