Description
The State of Georgia Department of Administrative Services is soliciting proposals for one or more statewide contracts for firm natural gas delivery service. Awarded certified gas marketers must procure natural gas commodity supply, secure interstate pipeline transportation capacity, schedule and nominate deliveries, manage balancing and load requirements, and deliver gas through the Atlanta Gas Light distribution system to authorized users throughout Georgia. Suppliers must compete in at least one of nine pool groups and maintain a valid Natural Gas Certificate of Authority from the Georgia Public Service Commission. The scope also includes account onboarding, customer service, billing administration, invoice-dispute resolution, monthly detailed invoice reporting in Excel and PDF, supply-continuity planning, and responses to supply-chain disruptions. Pricing must be submitted through the provided cost workbook, including required NYMEX-plus and index-plus pricing for selected pool groups. Historical statewide spending averaged approximately $28.2 million annually, but the solicitation guarantees no minimum purchases. The initial contract term is one calendar year beginning July 1, 2027, with six one-year renewal options.
