Description
NASA seeks a small business to design, implement, test, document, and transition a prototype operational modeling framework that evaluates whether mission-support manifests, campaigns, and operational activity sets are feasible within modeled infrastructure, resource, temporal, policy, and dependency constraints. The prototype will be bounded to one NASA-approved mission-support domain and must identify infeasible conditions, bottlenecks, binding and near-binding constraints, principal causes, and potential interventions. The work includes defining the use case and system boundary; developing a canonical data model, data dictionary, and source mapping; formalizing constraints and explanation logic; implementing executable prototype logic in a reviewable format such as Jupyter notebooks; conducting verification and validation; performing sensitivity and intervention analysis; demonstrating the prototype across at least five NASA-approved scenarios; and delivering user, maintenance, transition, code, documentation, and handoff materials. Performance is primarily at the university's facility but requires recurring, frequent, and sometimes short-notice in-person collaboration at Kennedy Space Center, including controlled data access, integration, validation, and technical review activities. The effort is intended for one graduate-level researcher with university oversight and has a 120-working-day period of performance beginning upon full execution of the agreement.
