Description
The Philadelphia Regional Port Authority is soliciting bids for replacement of approximately 1,300 feet of railroad track at the Tioga Marine Terminal. The work includes demolition and excavation of existing track, turnouts, concrete, ballast, subballast, and asphalt paving; installation of geotextile, subballast, ballast, hardwood crossties, 136RE head-hardened rail, other track materials, compromise joint bars, rail seal, and new asphalt paving; erosion and sediment controls; utility protection; and disposal of removed materials. The specifications require compliance with AREMA, PennDOT, FRA Class I, Pennsylvania prevailing-wage, domestic steel, environmental, and safety requirements. The solicitation requires a 20% Small Diverse Business participation goal for the contract, self-performance of at least 20% of the total work by the prime contractor, and a bid bond or certified check equal to 10% of the gross base bid. Bids must be submitted through Bonfire and include the bid cover sheet, bid table/cost proposal, required SDB participation documentation, bid security, acknowledgment of addenda, and required receipt confirmations. The solicitation package also includes civil and track plans, rail replacement specifications, prevailing-wage rates, supplemental PennDOT trackwork conditions, and a Public Works Employment Verification Form.
