Description
The National Institutes of Health intends to award a noncompetitive firm-fixed-price purchase order to Suburban Hospital, Inc. for an orthopedic hip replacement procedure and associated care for an NHLBI clinical research protocol participant. The contractor must provide the procedure at an ambulatory surgical center or medical center, including the implantable joint-replacement device, surgical instruments, operating room, facility supplies, medications, emergency management, and other necessary patient care until transfer back to the NIH Clinical Center. The contractor must comply with HIPAA, federal and Maryland ambulatory surgical-center requirements, CMS Conditions for Coverage under 42 CFR Part 416, Maryland licensure requirements, local fire and safety codes, and applicable accreditation requirements such as Joint Commission or AAAHC. The contractor must provide outpatient charges through invoicing, bill at 2026 Medicare rates, and report clinical results to NHLBI clinical teams during handoff. The notice is noncompetitive and identifies Suburban Hospital, Inc. as the intended awardee because the patient's orthopedic specialist is credentialed to perform the procedure only at facilities where he holds clinical privileges.
