Description
The Pan American Health Organization is requesting proposals for intermediary services to disburse travel allowances and support air and river transportation for two three-person teams implementing the “Promoting Habits That Save Lives” educational health strategy at 35 educational institutions in Vaupés, Colombia, from October 5 through November 15, 2026. The scope includes coordinating and providing rural air transportation using suitable STOL aircraft, river transportation using properly equipped vessels, transportation of passengers, baggage, and institutional materials, and related operational support. The selected provider must coordinate itineraries, maintain required aviation and river-transport permits, licenses, insurance, safety equipment, qualified pilots and boat operators, and operational documentation. The provider must also support travel-allowance delivery, participant attendance registration, refreshment verification, and related logistics; an in-person disbursement representative is optional if electronic payment accounts cannot be obtained. Proposals may be awarded in whole or in part and must include technical and financial pricing, transportation assets, operational capacity, availability, relevant experience, and sustainability information. The solicitation identifies an estimated travel-allowance and transportation cost of COP 6,006,000 for the listed round trips, but does not state a total contract budget.
