Description

The U.S. Naval Research Laboratory requires a contractor to relocate two existing air compressors from Building 65's mechanical room to a new exterior metal shed. The work includes air filtration and automatic condensate removal; compressed-air piping; Siemens building-automation wiring; 480-volt power; a heavy-duty disconnect; and a new 208/120-volt panelboard for shed lighting, receptacles, heating, and exhaust equipment. The contractor must provide heat tracing and insulation for the exterior condensate line, match existing brazed or soldered piping joints, extend the Building 65 fire-alarm system to the shed, and maintain one compressor in operation throughout the relocation process, except for coordinated outages. The contractor must design and construct the approximately 10-by-21-foot shed, including a reinforced concrete slab, fire-rated doors, insulation, exhaust fan, intake louvers, electric heater, GFCI receptacles, fire-alarm connection, and interior and exterior LED lighting. The scope also includes demolition, permits, surveys, safety and environmental compliance, waste management, testing, closeout documentation, and warranty information. Amendment 0004 adds electrical, fire-protection, mechanical, and plumbing drawings; additional photographs; government responses to questions; Davis-Bacon wage determination DC20260002; and clarifications that the work is full and open, firm-fixed-price, and may include a separately priced CLIN for metal-building fabrication. Quotes must include a signed SF 1449 and applicable SF 30 amendments, a technical quote with preliminary shop drawing, past-performance volume, and firm-fixed-price quote. The solicitation uses a lowest-price technically acceptable evaluation and requires completion of the mandatory site visit before submission.
