Description
The United Nations Development Programme seeks an individual national consultant to design, develop or configure, test, and operationalize a secure digital data collection and case management tool for the Human Rights Monitoring Cells of the Liga Guineense dos Direitos Humanos. The solution must support case registration, validation, assignment, status tracking, follow-up, search, reporting, dashboards, authorized data export, role-based access, secure authentication, audit logs, backups, data protection, and mobile and feasible offline or low-connectivity use. The consultant must provide the operational tool, source or configuration files, documentation, credentials and administrative information, user training, knowledge transfer, and initial implementation support, followed by a 30-calendar-day bug-fix warranty after final acceptance. The assignment is an individual national consultancy for up to 40 working days, with deliverables including an inception report, functional prototype, tested operational tool, user and technical documentation, training and implementation support, and final handover. Proposals require a technical approach, CV/P11, relevant portfolio or project descriptions, and an all-inclusive financial proposal using the provided cost-breakdown template. The technical proposal is limited to 10 pages excluding the CV and annexes, and evaluation uses a 70% technical and 30% financial weighting.
