Description
The City seeks a registered investment advisor to provide nondiscretionary advisory and administrative services for its public investment portfolio, stated as approximately $90 million in the purpose section and approximately $60 million in the scope section. Services include investment-policy review and recommendations, strategy development, fixed-income market assessments, execution of securities transactions when directed by authorized City staff, broker/dealer-list support, cash-flow modeling, and monthly and quarterly portfolio reporting. The advisor must not take possession of or control City funds or securities. Proposals must describe the firm's organization, relevant municipal and public-entity experience, personnel, investment approach, reporting capabilities, fees, and other advisory services. Responders must also provide the firm's ADV, proof of applicable securities registration, at least three Texas public-client references, and a standard services agreement with a 30-day cancellation clause. The agreement is initially for one year, with up to three one-year renewals.
