Description
Maryland Environmental Service is soliciting competitive sealed bids from certified Maryland Small Business Reserve vendors to furnish and deliver liquid emulsion polymer for biosolids dewatering at the Dorsey Run Advanced Wastewater Treatment Plant. The estimated requirement is approximately 21,000 pounds per year, with unit prices requested for a base year and four option years. Delivery, freight, transportation requirements, spill cleanup, and any necessary scale inhibitors must be included in the unit price. The proposed polymer must be compatible with the plant's existing single-polymer storage, transfer, mixing, and feed equipment; dry polymers, dual-polymer systems, and products requiring new or modified equipment are not acceptable. Bidders must provide product information, including a Safety Data Sheet and technical data, and demonstrate prior successful use at municipal wastewater treatment plants for more than one year. The apparent low bidder must complete a four-hour on-site dewatering performance trial within 10 calendar days after receiving the Notice of Intent to Award and achieve at least 19% total solids in the dewatered sludge cake before final award.
